Provincial Nominee Program (PNP)
Canada’s Provincial Nominee Program (PNP) is a vital component of the country’s immigration strategy, allowing provinces and territories to nominate individuals who wish to immigrate to Canada and who are interested in settling in a specific province. Designed to meet local labor market needs and demographic goals, the PNP is an excellent option for skilled workers, graduates, entrepreneurs, and semi-skilled workers looking to make Canada their new home.
What is the PNP?
The Provincial Nominee Program allows each Canadian province and territory (except Quebec, which has its own selection system) to select candidates for permanent residency based on criteria tailored to its unique economic, labor market, and demographic needs.
Each PNP stream has specific requirements related to education, work experience, language proficiency, and connections to the province. Successful nominees receive a Provincial Nomination Certificate, significantly boosting their chances of obtaining Canadian Permanent Residency (PR).
How the PNP Works
There are two primary pathways to apply for the PNP:
- Base PNP Streams (Direct Application to Province)
- Apply directly to the province or territory.
- If nominated, submit a separate application for PR to Immigration, Refugees and Citizenship Canada (IRCC).
- This process is paper-based and generally takes longer.
- Enhanced PNP Streams (Through Express Entry):
Create an Express Entry profile under one of the federal economic immigration programs (FSWP, FSTP, or CEC):
- If a province or territory selects you from the pool, you receive a 600-point boost to your Comprehensive Ranking System (CRS) score.
- This almost guarantees an Invitation to Apply (ITA) for permanent residency.

PNP Categories and Streams
Each province and territory operates its own PNP streams, which are typically aligned with categories such as:
- Skilled Workers
- International Graduates
- Entrepreneurs and Investors
- Semi-skilled or Low-skilled Workers
- In-demand Occupations
- Tech and Healthcare Workers
Some popular PNP streams include:
- Ontario Immigrant Nominee Program (OINP)
- British Columbia Provincial Nominee Program (BCPNP)
- Alberta Advantage Immigration Program (AAIP)
- Saskatchewan Immigrant Nominee Program (SINP)
- Manitoba Provincial Nominee Program (MPNP)
Benefits of the PNP

- Faster Route to Permanent Residency: Especially if aligned with Express Entry.
- Tailored Opportunities: Programs are customized to meet local labor market demands.
- Higher Chance of Success: Provinces select candidates who meet specific economic needs.
- Supports Regional Development: Encourages immigrants to settle in smaller or less populated areas.
Eligibility Criteria
Eligibility varies by province and stream, but generally includes:
- Age between 18–49 years (varies by province)
- Minimum language proficiency (CLB 4–7 depending on stream)
- Valid job offer (in many streams)
